Slow Downloading

I am experiencing slow downloading of some websites. The one that is being problematic in particular is my other favourite website (besides this one of course!) - ie YouTube.
I find when I watch clips from this in the morning I can do so okay - no problem. They start playing - keep playing - sorted.
However - at this sort of time - some of them play as normal - but a lot positively "hiccup" their way through - play a few seconds/stop/play a few seconds/stop - and they are consequently unwatchable. Watching the red line thingie underneath the picture - the reason seems to be that, at certain times the downloading of the video seems to take a lot longer than its proper download time. eg on one of my test clips it normally takes 2.04 minutes, but just now it took 5 minutes to download and was still unwatchable (even when I paused it and waited for it all to be there - as it stopped where I had paused it).
Does anyone know the reason for this and how I can stop this happening? (I suspect it may be connected to fact that I am a Virgin Broadband customer - with a 2 mg(?) connection speed - having read that Virgin Broadband have recently introduced an illicit "speed cap" for heavy downloaders from 4pm - midnight).
Is that what the problem is? - ie Virgin playing silly b......s with their customers - and the remedy being "ditch and switch" as Martin calls it. Could I solve the problem by chucking Virgin out as soon as my years contract with them is up? - or is there some other "guilty party" and "remedy" for this problem? (NB: I have a year's contract with Virgin - expiring April 2008 - but presume I could ditch them right now for not providing adequate service if they are the ones causing this?)
