Do banks get fined for missing a SAR request deadline?

Probably not.
You would have to complain to the Information Commissioners Office https://ico.org.uk/for-the-public/
If the ICO finds that they haven't acted properly, they will be told not to do it again.If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
If you're asking is there anything that says: if a company miss the time limit, they will be fined £10,000.......then no. Even the legislation itself only says that if a data controller fails to comply, the court may order them to comply with the SAR.
However, the ICO do have the power to fine firms but tend to only exercise this in extreme cases.
But to note, the 40 days doesn't start until they have received a request in writing from you and also the fee (and possibly confirmed your identity depending on circumstances).You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0
