I think the OP would find, if he read the council's housing allocation papers thoroughly, in there somewhere will be quite a few exclusions that stop people who already own a home or haven't lived in the borough for some time (some boroughs make this a very long time) from registering for social housing, unless there is a very good reason making the home unsuitable for the potential applicant. Social housing just isn't there to enable someone to have two homes lol. Most people have difficulty getting just one.0

The OP has not disclosed whether this is simply an academic discussion or they have some real reason their local council would recognise for needing council accommodation.
Unless this is the case my advice to the OP is to forget it. Even if they got on the waiting list, they would likely die of old age before being offered a property.0 -

I applied for a council house 10 months ago, I was put in band C (A being highest priority and D lowest). I mentioned problems with health but these were not causing significant housing problems. I was given the keys to a nice new build ground floor flat in a quiet village on the 1st April. I have heard of people waiting years and years however there are exceptions to the rule.0 -
