The problem with apostrophes is due to Apple introducing Smart Punctuation which is enabled by default. Turning off Smart Punctuation is sorts it.

As described in post #8 there are a number of causes, only one of which is specifically Apple-related. The resolution has to lie in the hands of MSE to handle smart punctuation correctly.0 -

But if your complaint is that ActionFraud hasn't acted on a complaint you made, that's pretty usual, they don't have the resources to investigate most single complaints, they record them and if they see a pattern related to a complaint that may well trigger action against the fraudster.0 -

Yes, just short of four years ago. I can't remember if I applied online or phoned them up but I did have an email correspondence with a formal letter attached from them.
Long story short, my bank stopped about £73 going through to PayPal, which PayPal put me in negative figures and demanded the money for months. They refused to accept the Action Fraud letter, and passed this 'debt' onto a debt collection agency. After the first letter from this agency, I phoned them up, explained the situation and asked me for my crime number which had been given from Action Fraud. I happily gave them this, never heard anything back.
So in conclusion, it's definitely worth contacting them and just getting that formal documentation!0
