It also sounds like the dog has unsupervised access to many areas? I try to restrict young dogs and extend their privileges as they grow more responsible. At 14 months, my terrier only has run of the kitchen when he's home alone and he still sleeps in his crate at night. At a very young age, he would always be in the same room as me or in the utility room; certainly no access to carpet! Carpet can be very attractive for doing a little wee because there's no splashback hahaha ... Thankfully puppy wee doesn't smell that much; not until the hormones kick in whatever the sex!
