Any chance that he might require planning permission or a Building Warrant for what he wants to do? Might be worth a call to the local council to check.
I would suggest that you ask him to request your permission formally in writing setting out clearly what he intends to do before you agree to anything. Best of luck, neighbour disputes are no fun.

I wouldnt rate this very high on the scale of "possible neighbourhood dispute".

It's a business - and not a home-owner. Businesses do have a tendency to go out of business pretty quickly often #shrugs.

Check your deeds. My neighbours have right to use and enjoyment (or some such) of a tiny bit of my land that runs along the wall of their house.
