NIP - Not driving Help Needed Urgently

I vaguely remember receiving an NIP for jumping a red light 3 years ago. I am the registered keeper and owner
My partner was driving the car at the time and I sent the NIP back with his details on it saying it was him with his address.
He received nothing more.
His employed last month was instructed to take £461 and £500 this month from his bank. He has subsequently received a letter from the court to say that £961 will come from his money.
He called DVLA and they said that he received
MS90: Failure to give information as to identity of driver etc
Penalty points:!6
Fine: £660.00
He did not know this.
The only correspondence he received was the letter saying the money was coming out.
How can they give him this fine as he failed to give identity of driver when I clearly did?
