Painting back of bungalow-DIY beginner

I am looking to paint the back of my bungalow and due to lack of knowledge/expertise would welcome any guidance. The existing paint is peeling off to what looks like the bare blockwork wall which is south facing, exposed to a lot of wind and gets a lot of rain. I don't know if I have to sand off all the paintwork back to the bare blockwork and then paint on some sort of moss/mould killer as there is green algae at the base of the wall where it meets the patio. Then do I use a masonry paint and how many coats and how do I apply to the wall-roller or brush.
As you can see painting is not my strongest knowledge area and hence I am asking any experts on this forum for help.
