Complain about the intimidation of patients/visitors who are feeling stressed enough at a Hospital, and the ANPR cameras gathering data without complying with ICO rules under the Data Protection Act. Remind the NHS Trust that the Dept for Health reminded all Trusts in a Health Memorandum, that NHS Trusts are at all times liable for the actions and omissions of their parking agents.
This includes liability for data protection, as the NHS trust are a 'data controller' at a site where sending evidence out to third party keepers of vehicles that shows a person driving a car visited hospital, could very easily compromise the privacy of that individual.
You could ask for the ANPR-related 'Data Impact Assessment' that the NHS Trust and Gemini jointly carried out, before enforcement started, in order to comply with Information Commissioner rules on surveillance cameras (rules that also include ANPR camera enforcement, where a breach and/or a lack of privacy policy could lead to accusations of illegal use of patient data). Accusations that cannot be passed down to the agent, because at all times the principal - Chase Farm - is the liable party for all conduct by its agent, Gemini, a private firm who are, it seems, mishandling patient/visitor data.
Ask also, how their Impact Assessment (that you want to see) justified 24/7 ANPR 'data capture' and three figure fines for a private firm's profit, when that type of enforcement breaches the long established (since 2013) Government Policy for NHS car parks:

After sending out various emails to the facilities manager at Chase Farm Hospital, PALS, the NHS Trust and my local MP, I have just received email confirmation from the facilities manager that the PCN from Gemini Parking Solutions has now been cancelled.

Can anyone help I have received an Overdue Parking Charge from GEMINI PARKING, this is the first letter i have received from them.
I parked in a car park of a pub/restaurant that I used and I was within their controlled time, however after receiving the charge i googled the restaurant and they said they have an 'iPad' in their entrance that you have to register your vehicle in. There is no information regarding this on the parking sign outside and we did not notice this as it was busy when we entered their premises.
Do I ignore this or send an appeal letter asking for a POPLA reference due to their unclear signage as it states you can park there Mon-Fri 6pm - 1am and nowhere stating registering on this 'Ipad' and I have had no previous notification.
The letter states I parked on the 16 November 23.30 the issue date is 21 November 12.45 and the letter is dated 21 December 2018.
