Over 1 year wait for uniform printing

Hi, looking for some advice. I'll do a timeline to summarise the details.
Feb 2017 bought and re-branded a retail business
March 2017 ordered 9 polo shirts and 3 hoodies with company logo and staff names and paid for the whole thing
June 2017 6 polos and 2 hoodies arrive. Order 3 extra tees
July 2017 the 3 extra tees arrive. Lettering falls off 3 of the polos so we sent them back
August 2017 lettering falls off the 3 extra tees, sent them back
September 2017 3 polos come back but in different fabric as printer thought that might be the issue. They are also a different make and none of them correct size. Sent them back
October 2017 bored of waiting so I purchased 3 polos in correct sizes and send them to printer
November 2017 no contact
December 2017 printer informs me that he has had some personal issues but is going to be getting organised within the next 2 weeks
January 2018 same story
February 2018 I demand the uniforms or a refund within 2 weeks. He still has personal issues but promises to get it done as soon as he can.
March 2018 ask for update he asks for sizes. I say if you haven't even ordered the clothing then I'd rather have the money back. I receive a self deprecating email of how he hates himself and he's let everyone down and everyone must hate him now. So I back down and say last chance.
April 2018 he still owed us 4 polos 1 hoody and 3 tees. I've just sent an email that gives him 2 weeks to deliver or refund. All the time his Facebook page is covered with nights out, days out, details of his 2 week holiday at home (wife away with the kids) doing nothing, drinking beer, going fishing etc. Today I see he has booked a holiday abroad (while my husband and I are working our behinds off running our business).
My question is - what can I do? I certainly don't have the funds to go to small claims court for about £150 owed to us. But I need uniforms and can't afford it.

What did the contract say about delivery times?
You sent him a letter giving him 14 days, what did you say would happen if he didn't deliver in that time? If he didnt deliver in that time, it is now time to carry out that threat?0 -
I've been too soft. I contacted him again today and he said
"Give me a list of what uniforms you want u haven't done any clothing for !!!! knows long as I don't want to be having things fail. Theres two factors that could be at fault... The press or the wash / dry process.
The whole wrong size thing well that is something I'm unable to influence."
So I sent this
"Well as for the sizes, I supplied you the replacements for them. I got a quote for replacing the items, this was the cheapest one. So if you could just refund this amount to me, as we discussed before, we can finally put this behind us."
Unfortunately we used a friend and didn't have a contract.0 -
LBA letter before action .
Though as a business and a friend and no contract and no money to go to small claims not sure what action to take .
As its a business and further action will cost money suggest writing off the £150 .0
