The circumstances that gave rise to the notice were as follows. The vehicle is used by NHS staff in performance of their duty and on this occasion was being used to collect urgent cancer treatments from the local hospital. Given time constraints and the lack of parking available the driver was forced to park on a double yellow line. The vehicle carries a local authority permit allowing this.
Get in touch with local and national press, they'll love this. Once they call Britannia for their excuse for potentially disrupting life-saving cancer treatments, your charge will be dropped.

But still keep going with your POPLA appeal, as a backstop.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Agreed .... this is amazing and disgusting

Add Jeremy Hunt MP to your complaints list, this could
be the next scandal he faces

Thanks all for your support. What do you think of the appeal - any issues / holes? I wasn't entirely sure of the photos.

This evidence is particularly important as it is known that NHS Trust landowners often lay down exemptions to parking restrictions, or significantly reduced charges, for essential users and staff. In this case, the exemptions within the contract will be vital as evidence if the operator wants to rebut the proof that the vehicle carries a Local Authority permit which allows parking on double yellow lines (on or off street) to collect urgent cancer treatments from the local hospital. Drop off of such treatment is positively allowed. That Permit is shown below:
I have added to this bit above, as I think it's important to your case.

And the permit should be shown embedded in your appeal (not uploaded separately), along with any email or letter from the LA that sets out that allowance for that vehicle (NOT THE DRIVER BY NAME, FOR OBVIOUS REASONS!) to park on double yellows, if you can get such proof.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks CM, good call and very helpful. That's rather what I was trying to say, but didn't find the words. I can't recall what documentation is available for the permit but will check.

I also take it there are no major criticisms, as no-one's commented any, which is encouraging. Incidentally, I didn't say this earlier but contact with press and MPs has been discussed.

I'm going to review the photos (& maybe take some more) as while writing and discussing my thoughts have crystallised a bit, and I'm clearer on what I'm trying to say with them; then I'll review one last time and submit.

I've just noticed that in the appeal rejection letter the PPC have changed the notice date from that of the original notice to that of the alleged contravention - i.e. attempted to make the notice date 30 days earlier. Naughty.

Thanks again to all for your help.

I'm at Step 4 of the POPLA form having gone OTHER > OTHER and uploaded my PDF. I don't see the PDF attached, only the description I gave it and a waste bucket icon. Any way of telling if it uploaded properly?

Horrible, isn't it. You'd have thought they'd at least have got the bulk of the spelling right.

Anyway, cheers. It's submitted. alea iacta est. Will keep you posted.

Took a while, but "Britannia Parking have told us they do not wish to contest the appeal".

Thanks all for your support and help. Feels good to have won a little victory!
