Indigo cases at railways are specifically mentioned in the Q&A in the NEWBIES thread telling newbies when to appeal those ones.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top of this/any page where it says:

Yep! I only started a new thread as I couldn't see anything in relation to double yellow lines. Thanks.

Out of interest, why do you guys recommend playing "mail ping pong"? If they can't/won't do anything as is suggested during the 6 months, why wouldn't you just ignore the letters or return them as not at this address?

Because Idigo can't do anything, it doesn't mean the TOC can't.

Forget about the DL's its just a distraction!

Well we dont advocate lying, so theres one reason
The letter ping pong just keeps them occupied, and shows you have behaved reasonably should they attempt anything.

    Again, explained on most threads.

Returning them might land you in trouble as if they did launch a naughty civil claim you would have the nightmare of sorting out a default judgment.

Ignoring is certainly an option but people seem to panic at doing nothing. For some reason people like to feel they have done something proactive about fighting a ticket.

Carefully drafted questions can also give the PPC some rope to hang themselves with, should a case ever get to court. If they reply at all, their answers are usually riddled with inconsistencies, fake law, and aggressive language. All of which would help the Court to see what a murky underworld it's dealing with.
