In my experience Tesco (which also runs on O2 network) offers the most reasonable no pay time limits.
Most providers insist on that initial credit, but Tesco only insist that the phone is used to keep it alive on the network. They also allow a £5 credit.
Usually "used" means incurring a credit BUT if you set the voicemail up on day 1 with a pin to access it, after that you can access the voicemail by having the phone off and keying in the pin. It is IMPORTANT that you make these voicemail calls regularly.
This seems to have worked for me for years for my kids emergency sims, occasionally I have a problem and I call Tesco customer services and they usually sort it with a credit of a £1.
I do not know if they will do this for everyone.
A friend of mine uses whatsapps for most of his comms, he is forever changing his number, I think he gets some sort of special offer, but I have lost touch with him several times because as he flips to a new sim he no longer sees my messages.
I recently upgraded my phone and wanted to use the old one for sat nav, I put in an EE sim that had £25 credit on the account but not put it on the card, now the sim has been deactivated and the credit gone.
Needless to say I will not be recommending EE to anyone for anything.0 -

I use an EE one just as so I can still use the apps on the phone without it constantly reminding me theres no sim card present. Anyone can even ring it, but obviously with no credit I can ring out except for emergencies.0
