New upvc window hinges and lock

Had a local company come around today as two of my windows aren't closing properly and letting draught in
They were well recommended on a local Facebook group.
The windows are old so did they say new windows would give better performance which I appreciated but don't have the budget for.
Anyway he quoted for new hinges on 3x windows and a new sliding lock mechanism on 1 window which he said 'should' sort the problem
The quote was £250 for the above inclusive of vat. They are standard size upvc windows.
Before anyone asks... I don't fancy tackling the hinges myself I did look at it and even bought the hinges from screwfix but they are riveted on.
