Indigo Refusal to give POPLA reference number

I received a parking ticket at my local station from Indigo. I had purchased a ticket but it had slid off my dashboard onto the floor. I appealed directly with a copy of the ticket clearly stating it had been purchased early in the morning but they declined the appeal saying it should have been displayed. I therefore requested a POPLA reference number but had the following email:
Good morning,

Good morning,

Thank you for your e-mail.

We are unable to provide a POPLA verification number as POPLA no longer consider further appeals for notices issued at railway station car parks.

Any further action must be through your own devices.

Thank you for contacting Indigo.

Can i still appeal through POPLA? What should i do otherwise as i really don't want to spend the time and money taking them to court?

Thanks in advance.

The whole scam and how to deal with it is summed up nicely in that thread.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

Hospital car parks and residential complex tickets have been especially mentioned.

The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.
