    The markets decide based on their own internal research and a bit of speculation. Sooner or later one bank will make the first move to steal a march on the others.

    First Direct have mischievously intimated that a big change is on the way as noted on the best bank accounts thread. Might this include an interest rate based incentive?

    Really.

    He is only the head of the Bank of England and helps decide the current base rate, which at the moment is set at 0.50%.
    The base rate influences all the other rates in the economy including annuity, bond and other banks savings rates.

    Carney is full of $#!£, if the rates went up every time he said they would, we'd be on 5% interest rates by now.
