Traffic Sign Bent - Legal?

Afternoon,
Received a PCN in a suspended bay on Sunday, appealed, got declined.
The sign is bent at a 90 degree angle so neither faces the road nor the pavement, and is also a little smudged.
Cones were placed around the car during the day, not blocking the spaces like they could have been.
The other sign had a huge chuck missing and was obstructed by a metal fence, this was a genuine mistake and almost all of my points in the appeal letter have not been addressed.
Can anyone tell me what the law is with regards to temporary signs please?
Any thoughts welcome.

Have you received a council PCN or from a private firm?
I suspect it is a council one.
We tend to specialise in private parking and pepipoo is the best place to go for council PCNs
