ParkingEye Welcome Break Birchanger service parking ticket - advice needed please!

The keeper has been reading this forum after the keeper recently received a PCN from ParkingEye as the keeper of the vehicle in question. The location was for Welcome Break Birchanger Green at Bishop's Stortford. Will try to keep the post short and to the point!
The driver traveled a long distance from France. The driver drove on the day and stopped due to tiredness. The driver pulled into the nearest services at nearly 4am. Nearly deserted services. The driver pulled up to sleep, no signage was noticed under the circumstances. The vehicle stayed for 2 hours 40 minutes exactly.
The keeper despises these cowboys, particularly as it is so dangerous to peoples lives if the driver is so tired, parking at the next safe area shouldn't be punished.
Any advice that might be specific to my case would be greatly appreciated.
The keeper received the subsequent paperwork and plans on sending an appeal to PE asap, and the keeper will use the template "as is" as keeper on their website.
One strange thing the keeper noticed is the two ANPR images on the letter have different timestamp formats. One reads "04/04/2018 03:47:31" and the second "4th Apr 2018 06:27:33". Perhaps this is usual, but it seems odd to me. Presumably different cameras set up differently?

edit your post and remove any hint of who was driving

the KEEPER received the subsequent paperwork , and the KEEPER uses the template "as is" as KEEPER on their website
of more importance is if PE adhered to the wording in POFA2012 and the 14 day timescale

Yes, use the NEWBIES thread appeal to send as registered keeper.
But first try an email to the Services (all WB sites have a webpage easy to Google and find an email address or phone number to make a complaint).
Birchanger Services WB were utterly USELESS (in my experience a couple of years back) if people complain (they just sent whatever you say to ParkingEye so be careful in case that has not improved in 2018 no saying who was driving). If there is a Costa Coffee (or if you got petrol?) that might give you some scope for a complaint to the coffee shop and/or a bank statement for petrol?

Will try contacting the WB, as well as try and track down any receipts.
PCN was received on 14/04 - date of event 04/04 - date issued 11/04.
It does have the POFA 29 days paragraph on the back.0 -
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.You never know how far you can go until you go too far.0 -
Definitely complain to your MP as advised above, and to Sir Greg Knight MP. Point out that being penalised for being a responsible driver is totally against the idea of safe driving. Why, the roads in the UK have signs telling motorists to take a break if they are tired.

I sent off my appeal and complained to Welcome Break.
However, today I randomly received another PCN from Parkingeye. Identical except this one seems to be a golden ticket letter. Does this hold any benefit for me since they already sent me a different one?

Is it just the standard one headed 'Reminder'?
