I have just read their terms and conditions and it states that they do not charge for one way rentals in Florida, or between the States of California, Arizona and Nevada. I know this doesn't directly answer your question but if they allow 1 way between the 3 States then surely they allow you to enter any or all of them. The only specific no go areas are Canada and Mexico and this is allowed under certain circumstances. Probably worth giving them a ring to satisfy yourself.
