The (hideous) thing to the right. Is there meant to be a fence on top of it or...?

You'll have be more precise, I can't see a hideous thing, actually I think I see it now, is it a concrete boundary? That is a bit over the top unless the neighbours had a tank in the garden0

Oh nice one, is it possible to stick a wooden panel fence on top of it to make it taller? Sorry if that's a daft question, I know next to nothing about these things.0 -
It's a concrete boundary divider.
No, not meant to be a fence on top of it.
If you are thinking of buying the property, and don't like it, find out who it belongs to.
If your property, you could replace it.
If the neighbour's property, you ask them to replace it - they might or might not.0 -

It depends who owns it.
If it belongs to the neighbour, you can just put your own taller fence in front of it - which will hide the concrete wall, as well as provide extra height.
(Although if the neighbour has kids, I guess they might climb onto the concrete wall to look over the top of your fence!)0 -
