Language bar help please...

HI, I have just had the hard drive changed on my PC and since then have not been able to use the symbols, eg @ and £ properly. I have found that I needed to reset the language bar to English(UK) and they work properly.
The only prob is that I have to reset this everytime I log on. Does anyone know how to 'lock' it as English UK.

Click Start | Control Panel
Double Click on the Regional and Language Options
Click on Languages
Click Details
Scroll down the language menu until you see English United Kingdom and click it.
Click OK.
If you don't use any other languages, remove unnecessary ones, ie English (United States)0
