Moneygram non transfer

Hi, not sure where to post this, so will start here.

A friend was sending some money via Moneygram but for some reason the payment was never sent. However, her bank account has been debited. 4 1/2 months down the line, she has still not had the money refunded to her account. Her bank has advised that Moneygram/Post Office have the cash, however, no one will tell her how to get it refunded.

Does anyone have any knowledge on how to have it refunded? Post Office hung up having told her that she needs to apply on-line, this was after she told them that she doesn't have a home computer and is unable to use her work one for personal use.

Apply online using somebody else's computer or one at a library.

How did she make the payment to Moneygram? If by debit card she can contact her bank for a chargeback, though she'll have to persuade them that less than 120 days have passed since the money was due to be received.
