Euro car park notice to keeper for not paying and displaying

Walsall Waterfront car park. I went for something to eat here, a week later I received this notice to keeper (ANPR) . I didn't notice any pay and display meters until driving past them on the way out . Help what is the best way to appeal ? I have read in the past to ignore them ?

    These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if he wants further information about this scam.

    I did read the Newbies and I did search but didn't really find any other pcn like my one
    Plus I was in a bit off a hurry as I had an angry 10 year old breathing down my neck because i was eating into his technology time on the pc
    I can't do this all on a phone
    Please someone just say yay or nay do I ignore or try and appeal
    I honestly did not notice any signs
    7.30pm on a Sunday night ? It was an entertainment kind of park with Restaurants and cinema who would have thought you'd have to pay to park

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.
    You never know how far you can go until you go too far.

    Can you not appeal via their website?
    No printer required for that - just copy and paste.

    Remember, appeal as the keeper.

    DON'T POST IT BY ROYAL MAIL UNLESS YOU HAVE NO OTHER OPTION ON THE PCN. CERTAINLY NOT BY RECORDED DELIVERY - FORGET THAT! - ALWAYS USE THE ONLINE APPEAL PAGE - OR EMAIL IF OFFERED AS AN OPTION ON THE NOTICE - BECAUSE THE APPEAL CANNOT GET LOST AND YOU CAN KEEP PROOF/ A SCREENSHOT
    Have you really no other option than Royal Mail?
