Premier Parking Solutions PCN on private road?!

Hi,
I have read the newbies section and various sources so I think I know what I'm doing ish... just needing confirmation more than anything.
There is a private road directly outside townhouses/apartments of which the keeper of the car is a resident. On the private road there is space for parking (this is not ticketed or pay and display etc it is just a private road), however this space is limited so residents apply for a permit from the council to park in bays on public roads that surround the townhouses/apartments. The keeper of the car does have a permit to park on the surrounding roads too. However, the driver was returning to the residence on the private road after a time away and was unloading the vehicle with a lot of luggage. Following the emptying vehicle of all luggage, which was brought up to the residence, a Parking Charge Notice had been stuck to the window within minutes of the driver not returning to the vehicle. On the grounds that the keeper is a permanent resident on the private road and in addition the driver was unloading the vehicle at the time it is felt that the notice is unjust.
The notice shall be ignored and no payment will be made. Wait for NTK and then proceed from there?
Does this seem to be the right move and is there strong evidence (i mean the keeper and driver do live on the private road!) to overturn said notice?

You will not get it overturned. PPS are in the IPC and no-one wins IAS appeals = kangaroo court IMHO.
So go into this knowing the 'appeal' is merely to look reasonable, if PPS later try court. It will not 'work' to overturn it and IAS is not to be tried at all. No next step after initial 'appeal'.
Complain to your MP about them and the complete LACK of decent appeal option, as outed in this Parliamentary debate, a conflict of interests makes the IAS no option at all for consumers:

Watch that video, honestly the debate is not boring and they cover the IAS/IPC lack of true appeal.
Get angry and get your own back whilst ignoring the daft debt collector letters. Come back if PPS break the habit of (almost) a lifetime and try a small claim, which is defendable.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.
