VCS do try some claims in Scotland, so it's not completely unlikely.
But if Excel issue a claim, when the signs are in the name 'VCS' your defence must cover that.
What name was on the PCN?

Correct, it wasn't a PCN - it was a yellow bit of paper that has the letters "PCN" on it, but absolutely is not a PCN0
