My sister received a pcn a few weeks ago, I told her to ignore it, she has just received another letter saying it!!!8217;s been handed over to a debt recovery plus and now the charge is £130, I have told her not to pay it and ignore the letter. Is this the right thing to do

We would need much more information than that in order to advise, but generally it is not recommended sensible to ignore these invoices but to acquaint yourself with the situation, have you read the stickies?.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

You gave her shocking advice originally when you told her to ignore it! Especially if the company is a BPA member
As you will see from the newbies faq thread its too late to do anything now except wait and see if they take court action
They have 6 years to take legal action
If she ends up losing out you have a moral obligation to reimburse her whatever following your inappropriate and incorrect advice this costs her0 -
The advice to ignore a PCN has not been given here since the law changed in 2012, although it is safe to ignore debt collectors.
Your sister is too late to do anything now, but if she moves in the next six years she should give the PPC her new address.
What happened when she complained to the landowner/retail manager?

Best advice - don't give advice on matters about things you don't know, however well intentioned. Your sister is now in a much worse position that when she first received the original NtK.

Which parking firm?
Are you in Scotland, or not?
The charge is zero because she won't be paying it, but ignoring it was not the best plan with most PPCs, in England/Wales.
So tell us more and tell her not to pay the thing, nor ring them up or anything daft.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If she is in Scotland or Northern Ireland then it was good advice. If she is in England or Wales it is shockingly bad advice.
