DWP Change Decision after Mandatory Reconsideration

Further to my previous posts about a compliance interview and overpayment DWP have confirmed that the initial decision of overpayment "can be changed" as the Decision Maker is "satisfied having considered all the evidence provided that the capital was under the lower level of £6,000.00." The closing paragraph offers an apology "on behalf of DWP for lack of clarity surrounding the information requested..." which could have avoided a Mandatory Reconsideration had the Compliance Officer made it clear from the outset what evidence I had to provide. Although I am somewhat relieved and want to believe that I am now not liable for overpayment I am still worried as the letter does not state that the overpayment has been cancelled just that a revised award notice will be issued even though I stopped claiming in November 2017. Once again do I assume the Decision Maker is following the programmed scripted computer system? I am querying this because the Council have requested the same information as DWP did to determine if I was allowed Income Support and I cannot show them this letter as to it's not clear cut.
