Premier park...blue ice solihukk

My son parked on the land owned by premier park at the ice rink in solihull. On sunday 21st January for 34 mins starting at 21:50. The ice rink closes to the general public at 4pm and the car park was deserted.
It was 3 teenagers who had been to a drive through and wanted somewhere quiet to sit to eat some food before going home.
He received a fine of £100 reduced to £60 if paid within 14 days. He appealed immediately.

Today he received another letter demanding £100 and saying appeal has been reviewed by POPLA and has been denied.

Firstly. It is on premier park letter head not POPLA should I believe it?

Why has he lost the right to pay £60

Should we pay this? Is it likely they will send a debt recovery service

Why has it taken so long from end of January to start of April?
