Thanks for all the tips on here.
I followed the suggestions after getting a windscreen ticket from UKPC and appealed after 26 days as registered keeper.
This was turned down and after ignoring them asking for driver details a further communication came with a POPLA number.
After appealing to POPLA this was good enough to win the appeal in the end as the company had failed to send a NOTICE TO KEEPER through the post to me.
