PCN issues over 15 days after incident date?

Hello all, new to the forum 
I today opened my mail after being out of the country for the past 2 months and was surprised to find I have a Parking Charge Notice issued by Civil Enforcement LTD.
Apparently I used a car park on 11/12/17 and was entitled 2 hours free but used car park for a little over 3 hours. I have used this car park loads of times in the past and did not realise it was not a council car park (which would be free after a certain time).
After reading a bit on the website, I read that the PCN should be issued within 15 days of the 'incident date, however my PCN was issued on 12/2/18 which is 63 days after the 'incident'!!!
I have absolutely no intention to pay this as waiting 2 months to send my a PCN is ridiculous!!!
Just looking to see if someone can confirm that it is correct that it must be issued within 15 days of the 'incident date?
Also my first name is spelt incorrectly on the PCN too, does that work in my favour?

Their trade association allows them up to six months to issue a Parking Charge Notice.
They are also allowed up to six years to chase the alleged debt.

The NEWBIES thread tells you CEL don't bother with the POFA, but that you will win by using the template appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

actually the pcn indicates that the vehicle overstayed, not the driver or the keeper either
so edit post #1 to indicate this and also change any people named to either the driver (on the day) or the keeper for any subsequent paperwork
appeal as keeper, using the template letter
they may refuse this due to the fact over 28 days has elapsed, so no popla code
IGNORE any debt collector letters , for 6 years
use POFA2012 etc to win any any court case0 -
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.
