Can you appeal a traffic violation after pleading guilty?

Hi folks
My girlfriend recently received a traffic violation notice through the post, claiming that she'd gone through a red light on a local A-road. Both of us were in the car at the time and neither of us recalled jumping a red light. She's also a pretty careful driver. So we were both very surprised.
On the advice of friends, I told her to request photographic evidence from the police but she left it quite late into her penalty notice period (or at least, the police told her she was running out of time when she requested the evidence - she had 7 days left). So in the end, my girlfriend decided to just swallow it and pay the fine, expecting it to be a maximum of £100 (especially as pleading "guilty" promised you a 30% discount). I was very annoyed she'd done this but it was her decision, so hey.
However, she received the fine today from the magistrates court and they've fined her £530!!!! She's absolutely devastated. I feel like she's been done over twice, first by the police, now by the courts, and we still don't even know for sure if she ever committed an offence in the first place.
Is it too late for her now to appeal anything? Or has her pleading guilty in the first place left her with no option to pay the fine?
It's also worth noting that a neighbour recalled a conversation recently where other drivers were complaining of receiving penalties on the same road without committing any offence.

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the police/court (both sides, if appropriate) as they need to see all the small print.
