New purchase conversion roof leak - Options for guarantee

Long story short but basically purchased a property in October last year which was a 3 storey property converted into a ground floor and top 1st and 2nd floor maisonette (we purchased the top flat). The conversion and build work was done by the previous owner/developer.
The flat consists of a flat roof conversion in the roof which has subsequently leaked and it looks as if it is done due to poor workmanship of the flat roof GRP layer which isn't properly applied around an extractor fan and a skylight. This is now causing a leak.
We have a PCC certificated I have called them and they say standard practice is for the first 2 years that the original builder should cover by a guarantee and I should go back to them. I don't know who they are so will have to go back to the vendor but I have concerns they just won't respond as I have subsequently heard a few other concerning things about the work.
On the assumption that they don't respond or they claim it isn't their or their builders problem what are my options? Is this something I should look at litigation for? Does anyone know what the best practice would be?
Appreciate the help in advance!
Thanks

who is the pcc signed by?
I can't imagine you have any recourse to the original builder unless there is a collateral warranty provided by the contractor or subcontractor (quite rare for small works) - unless of course you have some kind of paperwork saying the work is guaranteed.
The pcc however generally only states that the work carried out complies with building regs and doesn't really offer any comment or guarantee of workmanship.
