Council parking fines

I'm after some advice/thoughts on behalf of a distant friend of mine.
Basically we were speaking about the cost of parking and it came up about how someone they know has had over 30 council parking tickets, all from various councils in the last year.
They've not paid any, so they claim either and have ignored them all.
To date, they've received over 14 charge certificates.
The question we wanted to know was, what is the worse that would happen regards this situation?
I know they can instruct bailiffs, but if they can't get in, and the car isn't kept at the address they live (a flat, no parking nearby) what can they do but pass the warrant back to the council?
Bearing in mind, we must be talking a fair amount owed given the amount of fines.
I've looked online and can't find anything, only what happens if one ticket or such isn't paid, we just wondered what would happen if a huge amount (from different councils) went unpaid.

For the purpose of this question, I will assume that the tickets are all from various London boroughs.
There will be 14 separate warrants and when they reach bailiff stage, will be approx £288 each (making a total of £4032). The warrants have upon them the date of contravention, location of contravention and most importantly.....the number plate of the vehicle involved in the contravention.
The warrants are valid for 12 months and almost all bailiffs locate a vehicle by way of their onboard ANPR system.
The way to safely 'avoid' the car being seized during the 12 month period.....is to rent a lock up garage and keep the car hidden there until each one of the warrants has expired.......He then needs to keep his fingers crossed that none of the local authorities apply to extend the 12 month period of the warrant by another 12 months.
PS: I am being deadly serious in my reply.0
