Forfeiture proceedings for ground rent arrears

Why is your neighbour refusing to pay? How much is the ground rent? I suspect that your neighbour will end up with massive legal fees to pay because of this.

Sorry that was a typo and should have said 3+ years, and this is what the Freeholder's company have said to me directly in the past.
He refuses to pay because of something around them lumping him with a larger bill than he thought he owed. All stemming back to when a different company repping the freeholder was involved and weren't very effective. Effectively this is just the culmination of poor management and unenforced back payments owed over an extended period of time.
The other separate issue, is that our leases strictly state that underlay and carpet be laid down in bedrooms & living room to minimise the noise into other properties. The flat in question sits above both other leaseholders' and so long story short there is a noise issue from above us.
I requested the freeholder company to act on this breach of the lease but they said it would affect the existing forfeiture process etc. and so therefore almost nothing has been done about both breaches.
