They haven't had their cocoa yet so they are a bit crotchety.
Try googling "bpa double dip" and there is a report by the BPA into this fault in ANPR systems. I replied to your initial query four minutes after you posted it. You were asked if it was really a fixed penalty or a private parking charge notice, but you have not edited your initial post.
You were directed to pepipoo if it was a penalty, or to the NEWBIES if it was private.
You came back over a day later telling us it was in fact a private parking charge, not a fixed penalty. Your next post asked a question that is already answered in the NEWBIES that you were asked to read by at least two people.
A lot of time and effort has gone into the NEWBIES, including a Q and A section, but you have obviously not taken the time to read it, then you have complained when somebody pointed out that it would have saved everyone here time, including yourself, if you had read the NEWBIES as previously asked several times.
The NEWBIES thread is just underneath the New Thread button, and asks you to read it before you start a thread. You didn't but instead asked questions already answered in that thread.
This forum is one of the busiest on MSE, and the regulars often get fed up answering questions that are already answered, if only posters would look before they post instead.

There has been an explosion of threads over the last 18 months from people getting PPC tickets. There is a huge reservoir of knowledge on here, but you will appreciate that for the regulars who know tgheir stuff to go "groundhog day" on every new thread is likely to cause the very people you need to give up and go elsewhere.
That is why new people need to
(a) read the NEWBIES thread and
(b) look at other similar threads that are ongoing or recent and then home in on what additional specific help they need.
For example, the PPC involved is vital as it tells us if it is a BPA or IPC company and what their track record is like for pursuing the debt.
In addition, date of contravention and date of NtK are important so we can see if they can or can't fall back on POFA.
Now you asking "If I appeal do I have to tell them the driver of the car? The registered owner was not the driver on the day." shows you haven't read the Newbies thread as it is almost point 1 on there.
So, do the homework I and others suggested, get to grips with the basics and come back for detailed advice but only after you have got up to speed.
For the record, the regulars who are involved so far have good knowledge and are willing to help but need people to do the basics first.0
