Forget the deterrent device, I find a Walther PPK works wonders on the evil creatures.Happiness is wanting what you have, not having what you want.

I would have to agree with others, best getting over your fear rather than using sprays etc.
I keep my dog on a lead (he's a large jack russel terrier) he is totally friendly never biten anybody loves kids.... be he is excited to see everybody and sniffs and jumps up to them.

Get a "training spray" from a pet supermarket. It's basically a can of compressed air that you use when training to distract a dog from unwanted behaviour (I used it to stop my Rottie barking at horses, and it's brilliant!).
In your case you could use it to stop or delay a dog if it approaches you, giving the owner time to get there. You should then explain that you are scared of dogs and show the spray is harmless.
UNDER NO CIRCUMSTANCES use a hairspray as you could damage the dog's eyes and vets are expensive!

A good way to deal with phobias is cognitive behaviour therapy. You can get a referral on the NHS via your GP to a specialist (may be a long waiting list though) or privately. A list of accredited therapists is available here:

I am a dog lover but can sypathise with phobias
my dogs always on a lead in publc but likes to be friendly
as a compromise I would suggest a water pistol....

Unfortunately a device would never work for you, Dogs can detect your fears, and being pack animals will be automatically dominant towards you as they would see you as an inferior being.
You would be better trying to overcome your phobia and study some dog psychology.
Try a google search for Cesar Milan, he has some great tips, and a TV show on SKY 3, he worked with a postwoman, the other day, who had been bitten, and he proved that the dog owners and the postwoman had a part to play, daft as it sounds her fearful body language fuelled the dogs aggression and anxiety.

I have two dogs and I keep them under control and respect the fact that some people are scared of dogs.
Whatever you do flora1, please do not use anything that you spray at a dog, as reaching your arm out and spraying at a boisterous dog could cause it to jump up at you and possibley bite. Please also do not kick a dog as again you are likely to be bitten.
You are better off keeping your arms close to your body and turning away from the dog avoiding eye contact.
People who are suggesting mace, hairspray etc are only going to get you caught in a dangerous situation with an angry owner & dog.
I would also suggest Cognitive Behaviour Therapy. I also saw a great TV programme with Paul McKenna working with a woman with a dog phobia and he really helped her.
