Tax Credits overpayment effect on Housing Benefit

Hello,
I have been overpaid tax credits for this financial year and as a result I will not receive my last 4 weekly payment on 4th April 2018. My next 3 provisional payments going forward into 17/18 have also been reduced to recover the overpayment.
I provided my award notice to housing benefit but did not see a change to my entitlement via my online account so I gave them a call to check if they had recalculated my entitlement for these periods. I was advised that it had been looked at and that my payments were to remain the same as it is based on figures of what I should receive and not what I actually receive.
My understanding was that housing benefit uses your actual payments received to work out you entitlement.
Please could somebody advise.

So you've been overpaid and you think housing benefit should cover the short fall of money you shouldn't have had and are having to pay back. That just sounds ridiculous, you've had the money you were overpaid now you have to use it for the short fall to pay your rent.
Actual payments received, so you should get more money, due to getting money you weren't entitled to.0
