Hole in external wall by the drain ..

Howdy ! I noticed somebody strategically placed a large road sign outside my flat ( under the bedroom window ). Reason I'd fill completely is, if drain blocks, or downpipe from gutter dribbles, you will get wet inside.

No sensible air vent would be that low, or that near a drain.
