The tenants would be at liberty to report the theft of their property and who had access to the property at the time to the police. In my experience, good tradespeople make their living from working, not thieving. The tenants are given notice that someone will be coming into the property so they can remove/hide anything that is super valuable, or they can decide they want to take time off work to supervise the tradesman.
If Swales are paid by the landlord to answer tenant callouts then only the landlord has a redress if they fail to turn up, but their liability to the landlord is only for his losses unless the contract says otherwise.
I don't know where the full list of checks to be performed is available but I understand that the key tests relate to gas pressure, burner efficiency and that the boiler does not produce any poisonous gases. The check is usually combined with a service; which basically means a deep-clean of the inside of the combustion chamber to ensure that the burners aren't blocked and that exhaust gases can be sucked out efficiently by the fan. I wouldn't be surprised if the test also included testing the key safety interlocks such as those on fan operation and water pressure, to ensure that the boiler is shutdown if a critical failure occurs.The comments I post are my personal opinion.
