No Penalty Charge Notice Issued before Notice to Owner Received

I have just received a Notice to Owner from "Buckinghamshire County Council" for a non payment of Penalty Charge Notice, however PCN was not issued to me at the time of the alleged offence 30 days ago (no ticket behind my windscreen).
Consequently they demand £70 rather than £35 which I could have paid had I been served with the notice (within 14 days).
I would be grateful for your advice on how best to proceed.

We mostly deal with Private Car Park fines on this website.
You have a Council one.
My suggestion is you go to pepipoo.com and register and post a new thread similar to what you have done on this website.
They are more experienced dealing with Council parking fines.

Surely you can appeal it and say you hadn't received a PCN attached to your screen which didn't give you the opportunity to assess the situation and maybe pay the reduced rate.
