Brick Flaking/Rotting?

Brickwork on the driveway is hollow when knocked with knuckles in parts and is flaking loose as in the picture, i assume it's because of being the bottom brick level with the ground it is hit by moisture regularly.
This is only happening to some bricks on the bottom layer.
Is the solution to get a bricklayer in or bung in a load of cement to block it up.
Next door had a guy come from the council a few years ago and point it up with cement but their brick is also coming loose again now.
I hope the link works at the top, if not i'll try again.

    Without seeing the picture I'm guessing you have a hard surface up to the bottom of the wall? Good practice would be to have a section pebbles or gravel next to the wall so that rain hitting it is diverted in different directions rather than all of it splashing against the brickwork.

    Yes that does seem like a good solution, a pebble trench going along the length of the wall acting as a soak away almost.

    You need to replace the spalled bricks below the DPC. Preferably with engineering bricks which are much better suited to that location.

    Be forewarned - that's a pig of a job and very time consuming - not may brickies will take that on if they can earn the same money laying fresh bricks....
