Is this no parking sign valid?

As per the subject: is this no parking sign valid? It's a very small sign on the wall. There is no other sign on poles posts etc. No yellow lines.
I'd suspect no because I have never seen a car there with a ticket, even if I often see the bloodthirsty traffic wardens ride by on their 125 scooters.
To be clear, I have not received any fines - just trying to confirm if I can park there.

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work) and post a new thread; here's your link:

What's my car doing there??? If it wasn't for the aerial I'd swear that was mine. That sign looks like No Waiting - BUT there aren't any yellow lines which is weird, unless they've been covered in tarmac as they seem to end most mysteriously in second photo.0

Looks like someone has 'liberated' the sign from a council lamp post and stuck it on their wall to discourage parking.0

IMHO, it has no effect and there are no lines on the road either.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It's not a private road. I have seen fines issued to cars partially parked on the pavement. There are double yellow lines after a few yards (not seen in the pics).0

I believe that these signs are what they call a restricted zone, we recently stayed at the travelodge in West Bromwich and this sign is displayed at the entrance to the road that accesses the travelodge. The car park that the travelodge has is not big enough for the hotel and the travelodge has a sign warning people no to park on the road outside even though there are no yellow lines on the road that the hotel is situated on. We parked on the car park so didnt have an issue, but when we left on Sunday morning the cars that had parked on the road did have council tickets issued.
