Removing files from old Dell computer

I have a Dell computer which we used at my parents as teens. The computer stopped working (kept restarting) so as new systems were coming out anyway we just bought a new one.
However there were some lovely files on there like recordings of my grandad hence we didn't just dispose of it. The problem is I don't know how to get the files from it.
When I connect it to a monitor, it's like I'm near to getting the files and then it just restarts so I can't. Is there some way to get files from it? I can post a pic to make it clearer if needed.

Open up old PC
Remove hard drive
Put hard drive in caddy
Connect caddy/HDD to new PC
View files.
If that's all double Dutch, maybe a local PC shop could do such a thing perhaps?
NB - we don't know how old you areso the fact that you used it 'in your teens' doesn't help us guess how old the PC is.

What specific model is it? That'll tell us how easy it is to get at the hard drive (on Dells it's usually pretty easy but some models vary)0

To be honest, I would be VERY careful entrusting valuable files with a PC shop. :-/
Just get a caddy (or just a USB adaptor) and connect the hard drive to your new PC. I have one of these cheap adaptors to connect hard drives to my PC externally:
