PCN Issued After 5 Months?!

I have received a penalty charge notice in the post. It was me, i did drive down that road etc etc..
However, the date of the offence is 27/10/2017. I received the PCN on 25/03/2018 and the issue date was 23/3/2018.
I don't know what you guys think but this seems ludicrous?!
How would any reasonable person be able to challenge or produce evidence if necessary for something that happened 5 months ago? I.E. who would keep a receipt of payment?!
Anyway, it's from Halton Borough Council.
Can anyway direct me in regards to their legal requirements and time frames for issuing this?

I suggest you post over on pepipoo forums seeing as its a coucil ticket
post in their council section with scans of both sides of the ticket, suitably redacted to remove the ref , VRM and personal details etc

I wouldn't trust their advice. I know for a fact there are numerous incorrect statements made on their website, and that was me just browsing for a few minutes.0 -

However ignoring the irrelevancy of a criminal case when youre looking at decrim council ticket, the COUNCIL forum is amazingly knowledgeable.
Youre assuming the webstie and forum contain the same advice (why?) and assuming all sub-fora have the same people. Two unfounded assumptions you would be unwise to make
So you can either post there, adn get accurate advice - reading pertinent threads first, so you know better how to post useful, accurate information - or dont. Your choice, literally your problem if you dont resolve this, as no court gets involved with council tickets, just a bailiff turning up.0
