A minor exaggeration. I didn't starve for 8 days. But having to eat the same food over and over because everything else we had tried was incredibly poor doesn't make for a great experience. I am not a fussy eater, and have hardly every complained about food. It was the most expensive holiday we had been on and I left with an incredibly bad taste in my mouth.
Based on the replies here I guess I don't have any options. I certainly won't be going on another all inclusive holiday anytime soon!

If that's how you started your complaint with an exaggeration, considering you ate 48 meals there between you I'm not surprised you didn't get anywhere with a complaint0 -

All-inclusive ties you to the hotel and it's environs for the entirety of your holiday, otherwise you effectively pay twice if you eat out.
It's not by accident that a lot of hotels offering such a package are off the beaten track.
A lesson learned.

We weren't in a position to spend thousands of pounds moving to another hotel having already spent £5k+ on the original hotel/flight not knowing if we would ever end up getting any money back.
The difference between half board and full board is £1k+ but I haven't really thought about a specific amount to claim back.
The food was 90% of the issue. There were some other minor things but not worth complaining about. We aren't normally complainers and are willing to put up with minor issues that come with running a hotel.
8 days, over £60 each per day? Really?

Star ratings aren't given for quality, they're given for services offered. For example to be 5 star usually they will have to have a reception thats manned 24 hours, offer room service, have a concierge etc.
When the manager asked how your meal was, what did you say? Did you voice your complaints about the quality of the food, fruit being uncovered etc?You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
Just to drag things back to the point of the OP which seems to have been missed slightly.
OP has asked if there is any other means of redress if the booking agent and hotel are both declining the complaint. Any independent body, for example, if it's a hotel only booking and ABTA doesn't cover it. Amongst all the suggestions as to what the OP "should" have done, that seems to have been overlooked.
Who did you actually book through, and what do their terms and conditions say about any complaints?All shall be well, and all shall be well, and all manner of things shall be well.

We stayed AI in Mauritius a few years ago and like the OP we found the food was really not good, it's disappointing when you've spent so much money on a once in a lifetime holiday. Our hotel even had a girl standing guard over the ice cream and would only dole out one tiny ice cream tub per person, none of this help yourself malarky which you normally get on an AI.ITV Winners Club #87 :eek:0

Perhaps I have more experience booking holidays than you, but if I had been booking in a place like Mauritius , the food would have been my first priority.
The reviews from TripAdvisor would have given you a pretty good idea of the standard. I suggest they would have said this hotel is not 5*0
