Repainting black garage steel door

Buying a house and it has a solid black garage door. Want to repaint a blue or teal. Do I need to remove old pain, sand or clean before painting. Should I use a primer? What type of paint is best to use?

IMHO you need to remove any flaking paint, wash with sugar soap, light sand with 400 grit to key the paint then use an exterior paint that doesn't need a primer.0

If the garage door is fairly old then it's possible that the paint is lead based and if this is the case you need to take a few basic precautions when sanding or removing it.
