Morrisons Quilted for us, used it for years, best Comfy Bum there is!
Many years ago, when I was in the Army at a UK base, MOD decided that there was a toilet paper shortage. And it was indeed the Izal stuff used by the MOD. At our base on parade that morning, each of us poor squaddies were given 2 pieces of Izal each. A few giggles went around the first soldiers in receipt of this bounty, until eventually the whole parade, hundreds of us, were laughing our heads off. Even the Colonel had to leave, his face red from trying to control his laughter.
Eventually we were buying our own from local shops: this practice spread across the Army, until years later I was still buying lots of Comfy Bum whenever I was in a difficult place. Active Service, exercises, always bought as much as I could when I could find it. Our Ration Packs had the Izal paper in them, stamped "Government Property" but I bet there was none of that stuff in Westminster! TBH, even the Daily Mirror was more comfortable to use than MOD paper.I think this job really needs
a much bigger hammer.

I buy the Poundland 4-ply tissue. £2 for 9 rolls, and better than brand-named stuff. If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
O.P. - I reckon that you've put your finger on it, so avoid buying thin tissue bog rolls..."It's nice to be important but more important to be nice"

Thanks for the suggestion, I've tried it.Aldi quilted toilet paper is a good cheaper alternative.
But as I do the shopping, it'll be my choice.
I've just bought a Nicky 9 roll pack to try (after using quilted velvet for years).
I quite like Aldi quilted, OH doesn't. He prefers Tesco Quilted.

Been buying the Morrison's loo roll for over a year from Amazon for £2.80 for 9 and until recently it's been superior to Andrex that's not as soft as it used to be, but last couple packs have been awful! And always flaky bits coming off it so this is our last pack and we'll go back to asda shades which is way better than Andrex.
Apparently Andrex has also got softer according to new packaging so maybe time to return to the main brand instead!0
