NCP parking Scam ??

I bought a Car parking Ticket at My Local Train Station From Arriva Trains Wales ( NCP Run ) And was Planing To Travel the following Day
However when I got to the car park at approx 9-00 ALL SPACES were taken
As I only had limited time I asked the ATW who I had bought the ticket from what I should Do as I had paid my £4-50 charge, they sugested I should park in the best place could without causing danger or inconveniance
When I got back to my car later that day I had a PCN saying I was parked OUTSIDE a parking bay Which of course was true However as tickets can be
:- bought
on the day from the Machine
From the ATW website
Or from the ATW station counter
It appears it is possible and probible that during busy periods More than the designated tickets can be sold in any one day
Selling Tickets when there are NO bays available

    Please read the NEWBIES FAQ sticky, (post #1 only at this stage) and appeal to NCP around day 26 (explanation why will be found in your reading), using the ready to use template. You may subsequently need to appeal to POPLA, but that's for another day. You won't need to pay this charge.

    Meanwhile I'd be firing a stinging complaint to ATW and demand that, given you followed precisely the advice given to you by their employee, they tell NCP (their agent) to cancel the ticket forthwith.

    Read up on 'Promissory estoppel' and quote that in your complaint to ATW. Make sure you write to someone senior enough to 'make things happen'.

    Also, complain in writing to your local Trading Standards Department

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.
    You never know how far you can go until you go too far.

    You simply need to follow the NEWBIES thread, as advised, appeal as keeper on day 26 and do not believe NCP if they reply with some old drivel suggesting they *must* be told who was driving.

    This is dead easy.
