Credit Card for a person with no history

A relative has recently moved back to this country from abroad after 15 years and has recently opened a bank account. He is in regular employment, currently paid in cash (though on the books I might add) He would like to get a credit card for on-line shopping but his bank has refused this. Apart from getting his salary paid into the account and waiting for his rating to improve, does anyone have any ideas?
