I doubt Barclays are lying, it's more likely they're not looking too hard for your account information. Have you tried sending a DSAR which costs £10 for a more in depth search carried out by a different department to the PPI team who rely on what shows up on their llive systems and whatever their data gatherers manage to locate.

What you need to find is proof when the policy started, a few statements showing the ppi charges and a final balance including ppi. This will enable the bank to construct an account and calculate any redress based on the average balance from start to finish.
